Gearbox jumps in at the top spot after the release of Aliens: Colonial Marines, which has managed to sell well despite a poor critical reception for the title, which garnered an average review score of 48 on Metacritic for Xbox 360.
Last month's other biggest movers include Platinum Games and Level 5, which both rocketed up almost 50 places each to rank at 7th and 8th thanks to the releases of Metal Gear Rising: Revengeance and Ni no Kuni.
As with January, the US once again dominates the top 20 with seven studios.
The UK comes in at a close second, represented by five studios including Traveller's Tales, Criterion Games, Sumo Digital, Playground Games and Ninja Theory - the same developers as featured last month except for Sports Interactive, which has dropped out the top 20.
Almost half of the studios were independent developers.
